Guidance on evaluation of digital inclusion initiatives

Developed guidance for government on how to create incentives for and support evaluation of digital inclusion initiatives. The guidance is accompanied by a set of case studies of good examples of evaluation of digital inclusion initiatives. These reports are being used by the Department of Internal Affairs to promote better and more consistent evaluation of digital inclusion, across the system.

This work involved:

  • reviewing existing New Zealand and international practices in evaluating digital inclusion
  • interviewing key stakeholders to gather their perspectives on the challenges with evaluating digital inclusion and the ways that government could help
  • generating recommendations for how to better support evaluation, based on best practices in funding, developing capability, and assessing evidence quality
  • working closely with Department of Internal Affairs staff to ensure that the evaluation advice is actionable and consistent with the Department’s other digital inclusion-related advice.
