Guidance on environmental evaluation

Produced guidance materials on the evaluation of environmental policies, synthesising evaluation theory with state of the art techniques in environmental evaluation. The guidance was tailored for specialist and non-specialist audiences, and has been used by the Ministry as a reference document and an educational resource.

For the Ministry for the Environment

The guidance makes a clear distinction between methods for observing the effects of policies, methods for assessing the extent to which effects can be attributed to policies, and methods for valuing outcomes. Two outputs were produced, tailored to different audiences:

  • a detailed ‘toolkit’ document, that is now used by the Ministry’s Evaluation Hub, and that has been circulated to related agencies
  • material for non-specialists, deployed as intranet pages, and used as an educational resource by the Evaluation Hub.
