Guidance on environmental evaluation

Produced guidance on evaluation of environmental policies, tailored for specialist and non-specialist audiences. The guidance was used by the Ministry for the Environment as a reference document and educational resource.

The guidance makes a clear distinction between methods for observing the effects of policies, methods for assessing the extent to which effects can be attributed to policies, and methods for valuing outcomes. Two outputs were produced, tailored for different audiences:

  • a detailed ‘toolkit’ document that was used by the Ministry’s Evaluation Hub and circulated to related agencies
  • material for non-specialists that was deployed on the Ministry’s intranet pages and used as an educational resource by the Evaluation Hub.
