Working alongside Housing New Zealand staff and external consultants, Counterbalance provided the following services.
- Peer review of the interview questionnaires.
- Interviews with 21 Housing New Zealand tenants, applicants, and past tenants.
- Input into the qualitative analysis of the interview responses.
