Internationally, many agencies that provide social or affordable housing lease homes from the private sector and then sub-let them to low income tenants. Counterbalance identified overseas social and affordable home lease programmes and reported on their salient characteristics. This assisted Housing New Zealand to update its home lease programme.

This work involved:
- a web-search for information on relevant programmes in Australia, Canada, United Kingdom, Ireland, the United States, China, Hong Kong, Saudi Arabia, and Japan
- for each geographic area, gathering and summarising information on the social and affordable housing context, the existing home lease schemes, and the notable characteristics of the schemes
- provision of a brief report, for each country, to Housing New Zealand, with links to sources of further information.
